Among those released on completion of sentence the number of released inmates who stated they plan to go “Others” is increasing every year. The figure in 2007 was about 4.1 times that in 1998 for the age group of 65 or older and was about 2.1 times for the age group of under 65. In addition, the percent ratio of those who stated “Others” was 68.8% (1,014 persons) for inmates aged 65 or older released on completion of sentence, 55.1% (7,712) for those under 65 released on completion of sentence, 13.0% (84) for those 65 or older released on parole, and 13.3% (2,014) for those under 65 released on parole. It is very likely that many inmates aged 65 or older released on completion of sentence do not have a proper place to go after being released.
