This chapter outlines trends in damage resulting from offenses based on statistical data. In this chapter the term “victims” is used to refer to those who have suffered damage from offenses. In this sense, therefore, those who have suffered damages from societal or state related offenses, including arson or obstruction of performance of public duty, such as the owners of houses set on fire or assaulted public officials, etc. can all be regarded as being “victims.”
