The discipline/order of penal institutions needs to be appropriately maintained in securing custody of those imprisoned and thus maintaining their safety and peace of mind and an appropriate treatment environment. The conditions that persons imprisoned have to follow are therefore specified for each penal institution. Disciplinary punishment can be imposed on persons imprisoned that have violated those conditions or instructions which is provided by the officials concerned in maintaining the discipline/order of the penal institutions.
In 2009 disciplinary punishment was imposed on a total of 65,864 inmates. By reason for punishment the percentage was high for neglecting work duties (neglecting work without due reason) at 27.3%, inappropriate giving and receiving of gifts at 6.9%, and assaulting other imprisoned persons at 6.8% (Source: Annual Report of Statistics on Correction).
Table 2-4-2-1 shows the number of incidents that occurred at penal institutions in 2009, including escape, homicide, and injury, etc.
