1 Penal code offenses
Fig. 3-1-2-1 shows the numbers of cases and persons cleared for non-traffic penal code offenses (excluding dangerous driving causing death or injury in traffic accidents; hereinafter the same in this section.) committed by visiting foreign nationals and by other foreign nationals since 1980.
The number of cleared cases committed by foreign nationals has been on a rise since 2002, and reached the record high in 2005 with 43,622 cases, but decreased by 6,257 (14.3%) from the previous year in 2006. Also, the number of persons cleared has been on a rise since 1999, and reached the record high in 2005 with 14,786 persons, but in 2006 decreased by 368 (2.5%) from the previous year. The ratio of foreign nationals among the total (384,250) of persons cleared for non-traffic penal code offenses accounted for 3.8% in 2006. Fig. 3-1-2-1 Numbers of cases and persons cleared for non-traffic penal code offenses committed by visiting foreign nationals and by other foreign nationals (1980-2006) There have been more case and persons cleared for non-traffic penal code offenses committed by visiting foreign nationals than by other foreign nationals since 1993 and 1991, respectively. In 2006, the number of cases cleared for non-traffic penal code offenses committed by visiting foreign nationals decreased by 5,584 (16.9%) to 27,453 from the previous year which was a record high. Also, the number of cleared persons reached the record high in 2004, but decreased consecutively for two years.By prefecture, the number of cases cleared for non-traffic penal code offenses committed by visiting foreign nationals in 2006 was the largest in Tokyo with 5,043, followed by Aichi (2,697), Kanagawa (2,583), Chiba (1,590), Shiga (1,426), Shizuoka (1,333), Saitama (1,274), Gunma (1,042), Gifu (1,031), and Nara (1,008) (Source: The Criminal Investigation Bureau, National Police Agency). The number of cases cleared for non-traffic penal code offenses committed by visiting foreign nationals, with 2002 being the index of 100, Shiga showed the largest increase at 584.4, followed by Nara (387.7), Chiba (379.5), Gunma (262.5), Gifu (262.3), Shizuoka (228.3), Kanagawa (174.1), Saitama (151.3), Tokyo (102.0), and Aichi (33.5) in 2006 (Source: The Criminal Investigation Bureau, National Police Agency). Fig. 3-1-2-2 shows the trends in the number of cleared cases for theft and robbery committed by visiting foreign nationals over the last 10 years. Theft showed a record high in 2005, but decreased by 5,388 (18.9%) from the previous year in 2006. Robbery showed a record high in 2004, but had decreased for two consecutive years since 2005.
