Section 2  Trend in Non-traffic Penal Code Offenses Excluding Theft

1 Overview

  Fig. 1-1-2-1 shows the numbers of reported cases and clearance rate for non-traffic penal code offenses excluding theft over the last 30 years.
  The number of cases reported for non-traffic penal code offenses excluding theft has increased rapidly since 2000 and reached the post WWII high at 581,463 in 2004. However, it turned and declined in 2005, decreasing by 27,799 (5.1%) from the previous year in 2006. In comparison to the previous year, the number of cleared cases increased by 4,011 cases (1.8%) to 224,755 cases, while the number of persons cleared increased by 3,861 persons (2.0%) to 196,976 persons in 2006.
  The clearance rate, which used to be around 90%, has declined sharply in recent years, registering the lowest level in the post WWII period at 37.8% in 2004. However, it recovered slightly for two consecutive years to 40.5% in 2005 and 43.5% in 2006.

  In Section 1 Clause 1, an overview in the overall trend of non-traffic penal code offenses excluding theft was made. Here, an individual observation is made on the major crimes such as homicide, robbery, rape, and forcible indecency.
  Fig. 1-1-2-2 shows the trends (over the last 20 years) in the number of reported cases and the clearance rate for non-traffic penal code offenses excluding theft, by type of major offense (see Appendix 1-2 and 1-3).
