2 Educational and employment situation of delinquents

   Fig. 4-1-4-3 shows the percent distribution of the number of juveniles cleared for general penal code offences over the last 20 years, by educational and employment situation. The percentage of junior high school students had been highest until 1987 but has gradually declined. The percentage of senior high school students has been highest since it exceeded that of junior high school students in 1988, and it was 43.0% in 2002. Meanwhile, the percentage of employed juveniles has generally been on a decreasing trend, and it was 9.3% in 2002. The percentage of unemployed juveniles has been increasing since 1997 and was 14.2% in 2002.
