1 Trends in offenses committed by mentally disabled persons, etc.

  According to Criminal Statistics by the National Police Agency, among 325,292 persons cleared in 2001 for penal code offenses excluding professional negligence in traffic accidents, 720 were mentally disabled persons and 1,361 were persons suspected to be mentally disabled (these persons are hereinafter collectively referred to as "mentally disabled persons, etc."). Thus, mentally disabled persons, etc. represented 0.64% of persons cleared for penal code offenses excluding professional negligence in traffic accidents.
   Fig. 1-2-4-1 shows the trends in the number of mentally disabled persons, etc. cleared for penal code offenses excluding professional negligence in traffic accidents over the last decade from 1992 to 2001. The percentage of mentally disabled persons, etc. has stayed at around the 0.6% level.
   Fig. 1-2-4-2 shows the number of mentally disabled persons, etc. cleared by type of offense. Those who committed larceny, fraud, and embezzlement (including misappropriation of lost property) accounted for the largest share, 53.6% of the total 2,081 mentally disabled persons cleared. According to the rate of mentallydisabled persons, etc. cleared to the total persons cleared by type of offense, arson and homicide had a significantly large share (11.9% and 9.1% respectively).
