1 Overview

   Fig. 1-2-3-1 shows the number of public officials newly received by public prosecutors offices in 2000 and 2001, by type of offense. The total number received in 2001 increased by 2,449 (9.8%) from the previous year to 27,314. By type of offense, professional negligence resulting in death or bodily injury in traffic accidents accounted for the overwhelming majority (84.8% of the total), followed by abuse of authority, forgery and counterfeiting, larceny, and embezzlement, in that order.
  The total number of public officials prosecuted in 2001 increased by 222 (7.2%) from the previous year to 3,290. The prosecution rate fell 0.3 points from the previous year to 12.1%.
   Fig. 1-2-3-2 shows the prosecution rates for offenses committed by public officials in 2000 and 2001, by type of offense. In 2001, the prosecution rate for graft is the highest, followed by fraud, and embezzlement.
