In response to the worsening crime situation, the Ministerial Meeting on Countermeasures against Crime was established in September 2003. The Meeting formulated the “Action Plan to Create A Crime-Resistant Society — To Re-establish Japan as “The Safest Country in the World” —” in December 2003 and the results of five years of efforts made as part of this action plan were then taken into consideration in the formulation of the “Action Plan to Create a Crime-Resistant Society 2008” in December 2008. Furthermore, the Meeting formulated the “Comprehensive Measures for Preventing Repeat Offenses” in July 2012, and comprehensive measures to prevent repeat offenses have been implemented in cooperation with the relevant agencies.
