This chapter outlines trends in damage resulting from offenses based on statistical data. In this chapter the term “victims” is used to refer to those who have suffered damage from offenses. As for offenses, such as arson or obstruction of performance of public duty, whose legal interest are of society or state, persons such as the owners of houses that have been set on fire or public officials that have been assaulted, etc. are regarded as “victims.”
