4 Maintenance of discipline and order
Penal institutions need to secure the custody of inmates, maintaining their safety and peace of mind and ensuring an appropriate environment for their treatment with discipline and order. They specify the conditions for inmates to obey, and some of them, including neglecting work duties (neglecting work without due reason), inappropriate giving or receiving goods, and assaulting other inmates, etc., as well as disobedience to instructions given by the officials to maintain discipline/order in the penal institutions accompany disciplinary punishment.
Table 2-4-3-1 shows the number of incidents that occurred at penal institutions in 2011, including escapes, homicide, and injury, etc.
