Fig. 4-6-1-1 shows the number of repeat offenders (refers to those who had been cleared for offenses excluding Road Traffic Act violations and were cleared again) cleared for non-traffic penal code offenses and the rate of repeat offenders (refers to the percentage of repeat offenders of persons cleared for non-traffic penal code offenses) over the last 20 years (See Subsection 1, Section 5, Chapter 2, Part 7 for repeat juvenile delinquents). The number of repeat offenders cleared for non-traffic penal code offenses continued to increase from 1997, but then decreased slightly over four consecutive years from 2007, and was 137,614 in 2010 (down 2.0% from the previous year). The rate of repeat offenders continued to consistently rise from 1997, and was 42.7% in 2010 (up 0.5 points (id.)).
