1 Parole examination

The number of persons for whom parole examinations were commenced was on an increasing trend from1996 due to an increase in the number of inmates, but then started to decrease in 2005. It then fluctuated slightly before decreasing for three consecutive years from 2008, and was 16,184 in 2010 (down 2.3% from the previous year) (See Appendix 2-11).

With the percentage of those whom parole was granted or not granted (excluding those whose application for parole was withdrawn) the latter remained around 2% from 1993, although it did start to rise in 2005, but then remained within the range of 4-5% from 2006, and declined to 3.2% in 2010 (Source: Annual Report of Statistics on Rehabilitation).
