Fig. 2-4-1-1 shows the number and rate per population of inmates in penal institutions as of the end of the year over the last 20 years (See Appendix 2-5 for the average daily number of inmates). The number of inmates as of the end of the year continued increasing every year from 1993, reaching a record high level since 1956 of 81,255 in 2006, but then started decreasing in 2007, and was 72,975 as of the end of 2010 (including 1,038 fine defaulters in workhouses; down 3.0% from the previous year).
