Table 3-5-1-1 shows the number of persons with mental disorders and persons suspected of having a mental disorder (hereinafter referred to as “persons with mental disorders, etc.” in this section) cleared for non-traffic penal code offenses by type of offense in 2009. Of 332,888 persons cleared for non-traffic penal code offenses 1,248 (down 3.1% from the previous year) had mental disorders and 1,639 (up 4.3% (id.)) suspected of having a mental disorder. The percentage of persons with mental disorders, etc. was 0.9%. By type of offense the percentages for arson (16.8%) and homicide (9.7%) were both high.
