The number of persons for whom parole examinations were instigated was on an increasing trend from1996 due to an increase in number of inmates, but then started to decrease in 2005. It then fluctuated slightly and was 16,557 (down 4.9% from the previous year) in 2009 (See Appendix 2-11).
Of persons for whom parole was granted or not granted (excluding those whose application for parole was withdrawn) the percentage of the latter remained around 2% from 1993 on, started to increase in 2005, but then remained within the range of 4 to 5% from 2006 on, being 4.3% in 2009 (Source: Annual Report of Statistics on Rehabilitation).
