3 Bullying and delinquency

Bullying varies in mode and not all bullying cases can be subjected to criminal justice procedures. In addition, the reality is that it can often be difficult to grasp the actual situation due to the very nature of the acts involved.
The number of cases and juveniles cleared or guided by the police due to bullying reached a peak in 1985 (638 cases and 1,950 juveniles) but has subsequently been on a decreasing trend over the long term. The numbers increased for four consecutive years from 2003, but then started decreasing in 2007, and were 151 cases (138 cases took place due to bullying and 13 cases in retaliation to bullying) (down 50 from the previous year) and 313 juveniles (down 144 (id.)) in 2008 (Source: The Community Safety Bureau, National Police Agency).
