4 Maintenance of discipline and order

  Maintenance of security, discipline, and order in penal institutions is fundamental to ensure effective treatment.
  Punishments can be imposed on inmates who have not followed the ordinary or special conditions specified by the wardens of penal institutions or instructions for maintaining discipline and order provided by officials. In 2008, disciplinary punishments were imposed on a total of 69,044 inmates. The most common reason for punishment was neglect of work duty (refers to neglect of work without due reason; 24.9%) and inappropriate giving and receiving of gifts (7.1%) (Source: Annual Report of Statistics on Correction).
  Table 2-4-2-1 shows the number of incidents that occurred in penal institutions in 2008 including escapes, homicide, and injury, etc.
