3 Bullying and delinquency

  Bullying, so-called, has various types, and not all bullying cases can be the subjects of criminal justice procedure. Also, the reality is that it is difficult to grasp the real situation due to its nature.
  The numbers of cases and juveniles cleared or referred by the police due to bullying hit a peak in 1985 (638 cases and 1,950 juveniles), and then has generally been on a downward trend. The numbers increased for four consecutive years since 2003, but decreased in 2007 to 201 cases (down by 13.7% from the previous year) and 457 juveniles (down by 0.7% (id.)). The breakdown of the 201 cases was that 195 cases took place due to bullying, and six cases took place in retaliation to bullying (Source: The Community Safety Bureau, National Police Agency).
