Section 1  Reception of Suspected Cases

  Fig. 2-2-1-1 shows percent distribution of persons newly received by the public prosecutors office in 2007 by type of offense.
  In 2007, the total of persons newly received by the public prosecutors office decreased by 168,842 (8.2%) from the previous year at 1,895,564. The number of those received for penal code offenses had been on an upward trend since 1998 but turned to decrease in 2005, further decreasing by 81,756 (6.6%) from the previous year at 1,153,841 in 2007. The number of those received for special act offenses has been on a decline in recent years, also decreasing by 87,086 (10.5%) from the previous year at 741,723 in 2007.
  Looking at penal code offenses, 346,238 persons (down by 7.5% from the previous year) were received for non-traffic penal code offenses and 807,603 persons (down by 6.2% (id.)) were received for negligence in vehicle driving, etc. By type of offense, 174,537 persons (down by 15,356 (8.1%) (id.)) were received for theft, 41,491 persons (down by 4,694 (10.2%) (id.)) were received for embezzlement (including embezzlement of lost property), 30,521 persons (down by 1,826 (5.6%) (id.)) were received for injury, and 17,554 persons (down by 2,343 (11.8%) (id.)) were received for fraud.
  Looking at special act offenses, 621,910 persons were received for violations of road traffic related acts (down by 12.5% (id.)) and 119,813 persons (up by 1.6% (id.)) for special act offenses excluding violations of road traffic related acts. (see Appendix 2-1).
