1 Overview of special research
In the previous chapter, the actual conditions of repeat offenders were reviewed through criminal record and statistics. There, attention was paid to the offenses with a high number of cases, which are theft, injury/assault, and Stimulants Control Act violations, and consideration was made from various directions.
In this chapter, attention is given to repeat offenses of homicide (referring to homicide and homicide at the scene of a robbery (including attempted cases); hereinafter the same in this chapter), as the representative of serious repeat offenses. Focusing on such cases, the motives and causes that led the offender to the repeat offense is analyzed with the purpose of obtaining data with which measures to prevent repeat offenses could be sought for.
As touched upon in the previous chapter, the rate of committing the same type of offense again is extremely small for homicide compared with other major offenses. However, a repeat offense of homicide has serious consequences and its impacts on society are grave.
Based on this viewpoint, the Research and Training Institute of the Ministry of Justice conducted a special research in order to reveal the actual conditions of repeat offenses in serious crimes and examine preventive measures for such repeat offenses. 128 people who were being imprisoned for homicide, also had previously been imprisoned for homicide, and at least one of his/her homicide cases had been an accomplished case (hereinafter referred as “repeat homicide offender” in this chapter) were sorted out, and their cases were analyzed.
