3 Bullying and delinquency

  Bullying, so-called, has various types, and not all bullying cases can be the subjects of criminal justice procedure. Also, the reality is that it is difficult to grasp the real situation due to its nature.
  The numbers of cases and juveniles cleared or referred by the police due to bullying hit a peak in 1985 (638 cases and 1,950 juveniles), and then has generally been on a downward trend. However, the numbers gradually increased since 2003, reaching 233 cases (up by 68 cases from the previous year) and 460 juveniles (up by 134 juveniles (id.)) respectively. The breakdown of the 233 cases was that 223 cases (up by 68 cases from the previous year) were committed as bullying, and 10 cases (the same as in the previous year) were committed as retaliation to bullying (Source: The Community Safety Bureau, National Police Agency).
