Fig. 3-3-3-2 shows the percent distribution of persons sentenced to imprisonment with work for Stimulants Control Act violations in the court of first instance over the last 30 years, by the term of imprisonment.
  Persons whose terms of imprisonment were less than one year exceeded half of those sentenced to imprisonment with work until around 1980, and then they decreased sharply. On the other hand, the ratio of those whose terms of imprisonment were two years or more has increased and their sentences have become severer.
