Table 1-4-3-1 shows the number of reported cases, crime rate, and clearance rate of theft in five countries over the last 5 years from 2001 to 2005 (see Appendixes 1-8 and 1-9).
  In 2005, the number of reported cases and crime rate both decreased from the previous year in all 5 countries. The clearance rate increased from the previous year in France, the U.K. and Japan.
  Although an accurate comparison is difficult, the crime rate in Japan has been below the levels of the other four countries for those five years.
