Section 3  Offenses Related to Newly Established Acts

  The Act concerning Prohibition of Carrying Special Unlocking Tools (Act No. 65 of 2003; enforced in September 2003 (partly in January 2004)) aims to prevent premise invasion offenses by newly establishing penalties concerning carrying of special unlocking tools such as lock-picking tools. Persons newly received by public prosecutors offices for violations of this act were 194 in 2003, 559 in 2004, 617 in 2005, and 663 in 2006 (Source: Annual Report of Statistics on Prosecution).
  The Act Concerning Verification of Customers' Identification by Financial Institutions and Prevention of Unauthorized Use of Bank Accounts, etc. (Act No. 32 of 2002 revised by Act No. 164 of 2004; enforced on December 30, 2004) was newly established to prevent unauthorized use of bank accounts as countermeasures against billing fraud by revising penalties concerning acquisition of saving books, etc. for profit. Persons newly received by public prosecutors offices for violations of this act were 78 in 2005 and 221 in 2006 (Source: Annual Report of Statistics on Prosecution).
  The Act Concerning Verification of Subscribers' Identification by Portable Audio Communication Carriers and Prevention of Unauthorized Use of Portable Audio Communication Services, etc. (Act No. 31 of 2005; partly enforced in May 2005 and fully enforced in April 2006) aims to prevent unauthorized use of cellular phones as countermeasures against billing fraud. The act defines obligation of portable audio communication carriers to verify subscribers' identification at the time of concluding contracts to provide services pertaining to cellular phones and newly establishes penalties concerning unauthorized assignment and renting of cellular phones. Persons newly received by public prosecutors offices for violations of this act were four in 2005 and 51 in 2006 (Source: Annual Report of Statistics on Prosecution).
  The Act Concerning Regulation of Actions that Lure Children through Internet Dating Services (Act No. 83 of 2003; enforced in September 2003 (partly in December 2003)) aims to protect children from damages such as child prostitution resulting from using Internet dating services by newly establishing penalties concerning actions to lure children to be a partner of sexual intercourse, etc. Persons newly received by public prosecutors offices for violations of this act were 7 in 2003, 17 in 2004, 10 in 2005, and 27 in 2006 (Source: Annual Report of Statistics on Prosecution).
