Section 6 Problems and Measures for Implementing Saiban-in System In order to smoothly implement the Saiban-in system based on the Saiban-in Act, which is scheduled to be put into force by May 27, 2009, and establish a stronger national foundation of the judiciary, it is indispensable to have the general public fully understand the significance of this system and feel willing to participate in trials. However, at present, the general public's understanding of the Saiban-in system is not necessarily enough and they rather seem to have concerns about the new system. Therefore, we will examine what kind of problems lie in actually implementing the Saiban-in system and how to develop a favorable environment based on the results of the "Questionnaire Survey on the Saiban-in System" conducted by the General Secretariat of the Supreme Court through January and February 2006, targeting 8,300 persons nationwide chosen at random from males and females 20 years of age or older (hereinafter referred to as the "Questionnaire Survey by the Supreme Court").
For conducting the Questionnaire Survey by the Supreme Court, information materials on the Saiban-in system were sent to survey targets in advance. Enumerators visited survey targets one by one, explained the contents of the information materials orally to have them understand the outline of the Saiban-in system, and collected the answers.
