Section 2  Reality of Sex Offenders and Repeat Offenses

  As the general public came to strongly call for clarifying the reality of sex offenders and repeat offenses, the Research and Training Institute of the Ministry of Justice conducted a special survey. In this Section, "sexual offenses" refers to rape, forcible indecency, kidnapping with the intent of molestation, and rape at the scene of a robbery, and "sex offenders" refers to those whose final conviction is for offenses including those falling under any of sexual offenses.
  The special survey consists of a fact-finding survey and a repeat offense survey.
  For the fact-finding survey, which aimed to clarify the characteristics and problems of sex offenders, the following two surveys were conducted: (1) a survey on the contents of offenses by sex offenders based on data kept at penal institutions (hereinafter referred to as the "survey on inmates in penal institutions"); and (2) a survey on the characteristics of sex offenders under probationary/parole supervision and their treatment based on data kept at probation offices (hereinafter referred to as the "survey on probationary supervision").
  For the repeat offense survey, which aimed to clarify the situation of repeat offenses by sex offenders, the survey was conducted on (1) the situation of repeat offenses by sex offenders who were released from penal institutions, and (2) the situation of repeat offenses by sex offenders who were granted suspension of execution of sentence.
