1 Trends in offenses committed by mentally disabled persons, etc.

  According to Criminal Statistics by National Police Agency, among 347,558 persons cleared in 2002 for general penal code offenses excluding unsafe driving resulting in death or injury in traffic accidents, 820 were found mentally disabled persons and 1,539 were persons suspected to be mentally disabled (these persons are hereinafter collectively referred to as "mentally disabled persons, etc."). Thus, mentally disabled persons, etc. represented 0.68% of persons cleared for general penal code offenses.
   Fig. 1-2-5-1 shows the trends in the number of mentally disabled persons, etc. cleared for general penal code offenses over the last 10 years from 1993 to 2002. The percentage of mentally disabled persons, etc. has stayed at around the 0.6% level.

   Fig. 1-2-5-2 shows the number of mentally disabled persons, etc. cleared in 2002 by type of offense. Those who committed larceny, fraud, and embezzlement (including misappropriation of lost property) accounted for the largest share, 53.5% of the total 2,359 mentally disabled persons cleared. The rates of mentally disabled persons, etc. to the total persons cleared were significantly high for arson and homicide (14.0% and 8.5% respectively).
