Section 2 Benefit Payment Systems for Crime Victims, Etc. Reparation of damage to crime victims and their families is by nature a civil liability to be assumed by the perpetrators. However, the active involvement of the government may be required for the relief of crime victims because many perpetrators do not have sufficient financial resources. The government operates relief systems for victims that are prescribed in the Law Concerning State Compensation for the Victims of Crime, etc. (Law No. 36 of 1980) and Automobile Liability Insurance Law (Law No. 97 of 1955). There are other relief measures for crime victims under the provisions in the Law Concerning Compensation for Damage to Witness, etc.
