Section 2 Transnational Fugitives and Their Extradition

1 Transnational fugitives from Japan

   Fig. 2-6-2-1 shows the trend in the number of suspects who committed offenses in Japan and escaped abroad over the last 10 years. The number of transnational fugitives has been increasing since 1997 and it reached 553 (up by 7.0% from the previous year) in 2001.
   Table 2-6-2-2 shows the trend by nationality (including regions). Most transnational fugitives, 207 (37.4% of the total), were from China, followed by Japan with 117 (21.2%), Brazil with 38 (6.9%), and South/North Korea with 37 (6.7%).
   Table 2-6-2-3 shows the number of transnational fugitives in 2001 by type of offense. Most of them, 156 suspects, committed heinous offenses, followed by larceny, intellectual offenses, and drug-related offenses in that order.
  By foreign countries (including regions) to which transnational fugitives seemed to escape in 2001, 100 suspects (including 7 Japanese suspects) seemed to escape to China with the largest share, followed by the Philippines with 39 (including 31 Japanese), South/North Korea with 27 (including 4 Japanese), and U.S.A with 16 (including 13 Japanese) (Source: Criminal Investigation Bureau, National Police Agency).
