Table I-4 shows the number of cases reported, the crime rate, and the clearance rate for larceny in the various countries over the three years from 1996 to 1998.
Although many aspects of larceny are unquantifiable, if we simply compare the available statistics, the crime rate is far lower in Japan than in the other four countries. The clearance rate, meanwhile, remains on a par at around 35% in Japan, higher than in the other four countries.
