Section 1 Major Offenses

  Fig. I-19 shows trends in the number of major offenses reported in the various countries over the ten years from 1989 to 1998.
  The number of major offenses reported turned to a decrease from 1992 in the USA, from 1993 in Great Britain, and from 1995 in France. In contrast to these, however, the figure in Japan has been on a par or even slightly increasing over the ten-year period. In Germany, meanwhile, although the number of cases reported jumped dramatically after unification, in recent years it has been more or less on a par.
  In Great Britain, moreover, the statistical method has been changed and the scope of major crimes has been widened since 1998, these being reflected in the figures given.
  Fig. I-20 gives the crime rates and clearance rates for major offenses in each country in 1997 and 1998.
  According to these statistical figures, the crime rate in Japan is the lowest of all five countries. Japan's clearance rate, meanwhile, is second only to that in Germany.
