1 Heinous offenses Fig. I-4 shows trends in the number of cases reported, the number of cases cleared, and the number of persons cleared for homicide and robbery over the last 10 years.
For homicide, the number of cases reported, the number of persons cleared, and the number of persons cleared all increased every year since 1992, except in 1996. In 1999, however, the number of cases reported fell by 123 (8.9%), the number of cases cleared by 137 (10.1%), and the number of persons cleared by 52 (3.8%). The crime rate for homicide in 1999 was 1.0. For robbery, the number of cases reported, the number of cases cleared, and the number of persons cleared have continued to increase every year, except 1995, increasing particularly rapidly over the last4years. In 1999, the number of cases reported increased by 811 (23.7%) from the previous year, the number of cases cleared by 199 (7.6%), and the number of persons cleared by 383 (11.3%). The crime rate for robbery in 1999 was 3.3. According to the Criminal Investigation Bureau of the National Police Agency, in 1999 there were9reported cases of robbery with the use of firearms, compared to 11 in the previous year. Of these,7cases targeted cash transit vehicles or financial institutions. In 1999, the number of cases reported fell considerably, particularly for robberies targeting post offices (41 less than in the previous year), while the number of cases cleared either fell or remained on a par, in general.
