This chapter outlines the trends in the damage resulting from offenses based on statistical data. In this chapter the term “victims” refers to those who have suffered damage from offenses. In this sense, with respect to the offenses against society or the state, including arson or obstruction of performance of public duty, those who have suffered damage from these offenses, such as the owners of the houses set on fire or the assaulted public officials, etc., are included as “victims.”
