Bullying varies in mode with not all bullying cases being subject to criminal justice procedures. In addition, the reality is that the actual situation can often be difficult to identify due to the very nature of the acts involved.
The number of cases and juveniles cleared or guided by the police due to bullying reached a peak in 1985 (638 cases and 1,950 juveniles) but has subsequently been on a decreasing trend in the long term. In 2009 the numbers were 163 cases (151 cases took place due to bullying and 12 cases in retaliation for bullying) (up 12 cases from the previous year) involving 313 juveniles (same as the previous year) (Source: The Community Safety Bureau, National Police Agency).
