Chapter 4 Elderly Offenders
According to the 2009 edition of the Annual Report on the Aging Society, the population of elderly persons aged 65 or older as of October 1, 2008 reached a record high of 28.22 million (27.46 million in the previous year), and the percentage to the total population (elderly rate) reached 22.1% (21.5% in the previous year). The said Annual Report forecasted that the number of elderly persons would exceed 30 million in 2015 when everyone in the so-called “baby-boom generation” (those born between 1947 and 1949) age group would be elderly, and that the number would continue to increase, resulting in the type of aging society that no other country in the world has ever experienced.
