1 Number of persons for whom parole examinations were instigated

  The number of persons for whom parole examinations were instigated had been increasing since 1996 due to the increase in number of inmates, but then started to decrease in 2005. It then fluctuated slightly before reaching 17,403 persons in 2008 (down 725 (4.0%) from the previous year) (See Appendix 2-11).
  The percentage of persons for whom parole was not granted among those for whom parole examinations were instigated (excluding those whose application for parole was withdrawn) remained around 2% from 1993, started to increase in 2005, but then remained within the range of 4 to 5% from 2006. In 2008 the rate was 4.3%, down 0.5 points from the previous year (Source: Annual Report of Statistics on Rehabilitation).
