3 Cooperative employers Probationers, parolees and those who receive urgent aftercare have difficulties in finding regular employment due to their history of crime or delinquency etc. Cooperative employers are volunteers who employ these people with understanding of their circumstances and cooperate in their rehabilitation.
As of April 1, 2006, there were 5,734 cooperative employers including individuals and companies, and 655 probationers/parolees were employed. By type of industry, the construction industry accounted for nearly half (51.3%), followed by the manufacturing industry with 15.4%, and the service industry with 10.5% (Source: The Rehabilitation Bureau, Ministry of Justice).
