Table 1-4-1-1 shows the number of reported cases, crime rate, and clearance rate for major offenses in the five countries from 1995 to 2004 (See Appendixes 1-7 and 1-9).
  In 2004 the number of reported cases decreased from the previous year in four countries excluding Germany. The clearance rate rose in four countries compared to the previous year in four countries excluding the U.K.
  Although an accurate comparison is difficult, the number of reported cases and the crime rate for major offenses in Japan have been below the levels of the other four countries for those ten years.
