3 Traffic offenses

  Fig.4-2-2-3 shows the number of juveniles referred by the police to family courts for violations of road traffic related laws and the number of juvenile violations of the Road Traffic Law since1966.

  The number of juveniles referred by the police for violations of road traffic related laws as penal offenses declined since1987,when the scope of the traffic violation notification system was expanded,to59,366,down by11.8%from the previous year,in2004.
  Of the violations in penal cases involving juveniles in2004,driving without a license had the largest share(34.0%),followed by excessive speed(27.9%),and driving under the influence of alcohol(6.6%).The percentage of driving without a license was significantly higher than that(5.8%)of adults(Source:The Traffic Bureau,National Police Agency).
