According to data ascertained by diplomatic establishments abroad through their Japanese citizen protection service,6,410offenses were committed against Japanese nationals outside Japan in2004(up by2.5%from2003),involving7,203Japanese nationals as victims(up by2.8%from the same year)(Source:the Consular Affairs Bureau,Ministry of Foreign Affairs).
Fig.1-6-2-1 shows the percent distribution of victimization of Japanese nationals outside Japan in2004,by type of offense. Offenses were committed most frequently in Europe(2,714cases or42.3%),followed by Asia(1,818cases or28.4%),and North America(716cases or11.2%).Regarding the contents of their victimization in these three regions,in Europe,larceny was the top at2,466cases(90.9%),followed by robbery at112cases(4.1%),and fraud at81cases(3.0%);in Asia,larceny was the top at1,257cases(69.1%),followed by fraud at294cases(16.2%)and robbery at104cases(5.7%);in North America,larceny was the top at640cases(89.4%),followed by fraud at26cases(3.6%)and robbery at20cases(2.8%).Larceny accounted for the majority in all these regions. The number of Japanese nationals killed outside Japan as crime victims has been ranging within10-20since1995,and was15in2004.On the other hand,the number of those injured due to crimes such as injury and robbery,etc.was324(up by17.8%from2003)in2004,or2.7times as compared to the figure in1995(120).
