According to data ascertained by diplomatic establishments abroad through their Japanese citizen protection service in2004,offenses committed by Japanese nationals outside Japan decreased by3.9%to585cases,and Japanese nationals offenders also decreased by1.8%to721persons from the previous year(Source:the Consular Affairs Bureau,Ministry of Foreign Affairs).
