The Poisonous and Deleterious Substances Control Law was partially amended and came into effect in August1972so as to criminalize the act of abusing thinners and other organic solvents or selling such substances in the knowledge that they will be abused.Since then,as shown in Fig. 4-1-2-1 ,most of the juvenile drug offenses have come under Poisonous and Deleterious Substances Control Law violations.
  Fig. 4-1-2-2 shows the number of juveniles cleared and their proportion to the total persons cleared for Stimulant Drug Control Law violations since1970.The number of juveniles cleared for Stimulant Drug Control Law violations increased drastically during the period of1975-1984,hitting an all-time high of2,769in1982.Since then,it has declined to528in2003.The juvenile proportion has decreased since1998to3.6%(down0.8points from the previous year)in2003.
