3. Financial offenses

  Fig. 1-1-5-6 shows the number of persons newly received by public prosecutors for violations of the Investment Law and Loan Business Control Law over the last10years.In2003,persons for Investment Law violations have surprisingly increased to a record high of1,092,2.7times of2002,and those for Loan Business Control Law violations also to a record high of587,3.4times of2002.This was due to a number of cases cleared for loan shark offenses.

  Table 1-1-5-7 shows the number of persons prosecuted or not prosecuted by public prosecutors over the last five years for violations of the Investment Law and Loan Business Control Law.
  In2003,formal trials were requested for725persons and summary orders for263for the Investment Law violations,and formal trials for275and summary orders for97for Loan Business Control Law violations.Persons prosecuted for formal trials have dramatically increased for both violations(Source:Annual Report of Statistics on Prosecution).
  Loan shark offenses have become serious social problem.In response,the Investment Law and the Loan Business Control Law were amended in2003to take measures such as making punishment more severe for high interest loan and unregistered practice offenses(The part related to more severe punishment was enforced in September2003,and the rest in January2004.).
