2. Trends in large-scale or organized crime The volume of stimulant drugs seized generally showed a downward trend from 1988 to 1993, but it took an upward turn in 1994. The volume of stimulant drugs seized per year that had been traditionally between several dozen and several hundred kilograms, also rose to a higher level, to about 2,000 kilograms in 1999 and about 1,000 kilograms in 2000. The number of cleared cases of illegal import or other acts conducted as business under the Narcotics Provision Law stayed around the 20-case level after having sharply increased to 25 in 1996, and then reached a record high of 36 cases in 2000.
