2 Traffic-related law violations

  The number of persons newly received by public prosecutors offices over the last10years is shown in Fig. IV-15 for road traffic violations, and in Fig. IV-16 for other traffic-related law violations.

  The number of persons newly received for Road Traffic Law violations declined from1987,when the scope of the traffic infraction notification scheme was expanded. After bottoming at949,509persons, however, it rose gradually to1,036,724in1997,only to decline slightly from1998. The number stood at1,016,622as of1999. After peaking at68,261in1992,the number of persons newly received for Vehicle Parking Spaces Law violations fell to38,804in1999.
  Criminal Statistics by National Police Agency report a total of8,964,301cases of Road Traffic Law violations in1999,including7,894,437cases(88.1%)notified as non-penal incidents based on the traffic infraction notification scheme.
  By type of violation, speeding accounted for2,351,016(29.8%)of the cases notified, followed by violation of parking and stopping regulations with2,148,265cases(27.2%)and stop signal violation with845,319cases(10.7%). Speeding also accounted for the largest share of cases cleared with448,665cases(40.3%), followed by driving while intoxicated with334,588(30.1%)and driving without a license with94,976cases(8.5%)(see Appendix IV-7 ).
