Section 2 Reception of Suspected Cases

  Fig. II-2 shows trends in the number of persons newly received by public prosecutors'offices over the last ten years (see Appendix II-2 ).
  In 1999, 1,033,177 persons (47.4% of the total) were newly received for penal code offenses and 1,147,395 (52.6%) for special law offenses. Meanwhile, 271,208 persons (12.4%) were received for penal code offenses excluding traffic professional negligence and 91,969 (4.2%) for special law offenses excluding road traffic violations.
  Traffic professional negligence accounted for 34.9% and road traffic violations for 48.4% of the total number received, both of these together accounting for 83.3%.
