4 Labor

  Fig. I-15 shows trends in the number of persons newly received by public prosecutors'offices for special law offenses related to labor over the last ten years.
  The number for violations of the Industrial Safety and Health Law has been in continuing decline since 1997,falling below 1,600 in 1999. The number for Labor Standard Law violations, conversely, has been in a continuously increasing trend, passing the 1,000 mark in 1999. The number for Mariners Law violations was in a decreasing trend, but has been steady between around 100 and 250 since 1992. The number for Employment Security Law violations has been steady between around 200 and 300 since 1990. The number for Worker Dispatch Law violations peaked in 1993,after which it remained on a par at around 100, but it fell significantly in 1999.
