Section 1  Offenses Committed by Japanese Nationals Outside of Japan

  The number of Japanese nationals that left Japan decreased by 1,307,685 persons (7.6%) from the previous year to 15,987,250 in 2008 (Source: The Immigration Bureau, Ministry of Justice).
  Examination of the status of offenses committed by Japanese nationals outside of Japan, as ascertained by diplomatic establishments abroad through their Japanese citizen protection services, revealed that 462 cases (down 4.1% from the previous year) were committed by 514 Japanese nationals (down 9.3 % (id.)) in 2008. Table 1-5-1-1 shows the number of cases committed by Japanese nationals outside of Japan by type of offense in 2008.
