Section 1  Clearance

1 Repeat offenders among persons cleared for non-traffic penal code offenses

  Fig. 3-5-1-1 shows the number of repeat offenders (referring to those who had previously been cleared for penal code offenses or special act offenses excluding Road Traffic Act violations; hereinafter the same in this section) among persons cleared for non-traffic penal code offenses, and the rate of repeat offenders (referring to the percent ratio of repeat offenders among those cleared for non-traffic penal code offenses; hereinafter the same in this section) over the last 10 years (as for juveniles with delinquency histories, see Part 4, Chapter 1, Section 1, 2 (4)).
  The number and the rate of repeat offenders among persons cleared for non-traffic penal code offenses are both on an increasing trend in recent years, but the number decreased slightly in 2007 from the previous year by 4,112 persons (2.8%).
